I think he's asking if the sayign the standing FP is unblockable. At least that's what i'm guessing. I really have never done any testing on the standing version though.

Standing fp is also unblockable, people use c fp with sentinel unblockable because it's easier to time on an incoming character and standing fp > rp makes the opponent higher.
