Persona 4 Arena Faces Development Issues in Europe, Release Date Remains Unconfirmed

Earlier this morning, publisher Zen United updated the European Persona 4 Arena Facebook page with a message to fans regarding the game’s release. Due to “a number of issues surrounding development and subsequent release,” they still cannot offer a concrete date for those awaiting Atlus and Arc System Works’ fighter in those regions. Whether this means that the rumored September 7th release date will be missed remains to be seen. We’ll be sure to keep you updated as more information becomes available.

We’ve included the entire message below for you to check out.

Good Morning Everyone,

With so much speculation going around with regards to the release date and status of the EU version, we thought it best to address this on here.

There are currently a number of issues surrounding development and subsequent release of Persona 4 Arena in Europe. As we are not directly involved in the development process for P4A, these are elements which are beyond our control.

We are however, doing everything we can to help resolve this, so that we can get the game into stores and, crucially, into your hands as quickly as possible.

We do understand your frustration and a need for a concrete release date, however, until we can ascertain exactly what that release period will be we are hesitant to do so. We would rather have all the facts about release to hand, and all issues be resolved, before making such an announcement.

Please be assured that as soon as WE know what the release date will be, YOU will be the first to know.

Any dates you see online are purely speculation. The first announcement of a release date will happen on the Persona Europe FB page and the Persona.4 FB page. We will then notify our contacts in the main Fighting Game Communities around Europe. If you have not seen a confirmed release date on this page, then it is best taken as a rumour.

Please also be aware, any events that are taking place around Europe will not disrupt the process of releasing them game. Given that these issues have arisen, the team here are making a concerted effort to support the community by having payable builds at your events while you await release. I know many of you are eager to play P4A, and we will facilitate that as best we can in the interim.

Josh and Paul are in London today for Astral Heat in Gamerbase and will be more than happy to answer your questions as best they can.

Likewise, I (Geraint – some of you here know me I’m sure!) will be at i46 in Telford on Friday and Saturday, and will be happy to talk, as always – and hopefully enjoy a few games together.

      NTSC has either 1 language (Japanese) or 1-3 (US English, then French/Spanish).
      PAL has 5 main main languages (UK English, French, German, Spanish & Italian), and then (sometimes) Scandinavian languages (Danish, Dutch, Swedish, Norwegian), Eastern European (e.g. Polish, Ukrainian), and others too. Each language means 1-3 extra testers/translators & more time needed for testing.

          I believe now with HD-TVs that that is no longer the case. Most LCD/Plasma should be at least 60Hz.

          Framerate? No, I’m pretty sure it’s just the frequency, 50Hz vs 60Hz.

            Yeah, the frequency of the frames displayed. PAL runs at 50 non-interlaced fps, while NTSC uses 30 interlaced fps, which looks like 60fps. But yeah people have been making games for PAL for decades so I don’t think this is what the problem is.

          Patashnik: Basically, any game has to be changed to match specific european requirements. PEGI, Parental lock etc. It then has to go through the same submission process with platform holders – so, basically, even though the game has passed in JP and US, we still have to go though the same procedure with the EU

       That’s… being ambitious at this point. You have to remember that these are the same people who made it so we had to wait 10 Months just to receive the first Blazblue Game (which by then, Continuum Shift had already been announced and was well into development). It would not surprise me in the least if this would end up as a 2013 Title. It sucks I know, especially since I love the Persona Series, and was really looking forward to playing this.

      But this added to the Region Locking so that we can’t even import it basically allowed me to conclude that anything AcSys/ZenUnited related is not worth investing money into. It’s clear that they do not give a rats ass about the European Market and I will show them that my disposable income does not care either.

        Don’t blame ArcSys or Zen United. They have nothing to do with the region locking. It’s something Atlus Japan’s parent company demanded, and it has nothing to do with the EU market and everything to do with reverse importing due to the yen vs. the dollar at the moment. If you’re going to be mad about this, at least find the right reasons to be mad instead of inventing them.

          I know the Region Locking is more to do with Atlus Japan. But it still doesn’t change the fact that I won’t be buying anything from AcSys/ZenUnited anymore. The Region Locking thing, whilst not their fault, doesn’t really help their case any when it comes to asking people to “be patient and wait”. Those that would have been able to import and be happy in this situation are now not bothering with the game at all.

             Of course I can’t. It’s impossible to speak for everyone. I can only speak of the people that I know. And so far, everyone I know is not bothering because of the fact there’s been delays with no reasoning behind them other than “it just is”, and the fact that region locking is disallowing them a chance to import while their interest in the game is still alive and well.

            But either way, what am I supposed to do? I’ve already let this slide with pretty much every other game that they’ve been responsible for (Blazblue, Arcana Heart, Catherine). Lessons simply have not been learned in spite of falling for the same localization trap every single time. And I feel the only way any kind of message is going to be put across now is if I just not bother buying the game and support their business unless things improve. If loss of sales won’t solve the problem, then nothing will, and they’ll be doomed to just fizzle out. I don’t like doing it, because I like the games they put out, but at the same time I don’t want to be kept waiting and being disappointed.

            I can’t praise them , when they ship a fighting game slower than rpgs . I know , i know P4A and blazblue got lots of voice over and text … but no way as much as the usual jrpgs that get pumped out by outfits as small as them .

          If there’s a pattern, it reflects a problem in the people and the processes. 

          Failing to deliver one game in time is an unfortunate accident that can be easily forgiven.

          Failing to deliver games consistently is enough evidence to (at the very least) bring up claims of negligence on the part of the developer.

          If they truly listen to their customers (which I believe they do), i think this is a good forum for them to listen to a very real concern. Fighting games are time-relevant, so the value of their asset declines over time. Releasing product at the very end of the game’s community timeline would be heavily detrimental to the FGC’s interest in the game to begin with.

    I wonder what the issues could be. I’m really looking forward to the games release and am disappointed that it is being put back again, but it is out of our control and understand that they cannot release the game with “issues”. guess i just have to be patient with the rest of europe

A smart gamer will find intelligent ways to make their thoughts known to the publisher, not boycott the fucking game (which never works, and when it does, just hurts te game/series, not the business practices behind it).

        No offense but kind words only get you so far. We’ve had to put up with 6 Month+ delays for likes of Blazblue and Cathrine, and we expressed out concerns about that, and now we just get a bigger slap in the face via Region Locking. If they had just left the PS3 Region Free thing alone, I can guarantee, this situation would not have been as bad as it is. But just how much of this sort of thing can you take before you say “Enough is enough” and really show just how frustrated you are by their business?

Not to mention that P4A is probably an isolated case due to paranoia from the publisher and the series’ intense popularity in Japan and America. The Persona 4 anime blu-rays don’t even have the JP voice track in the American release for the same reason. People boycotting that won’t change that, it’ll just get the publisher to not bother the releasing the rest of the series because it’s sales sucked.

          Boycotting doesn’t do shit. People, for some reason, think it does. But in the modern world and economy, all it does is hurt the product you’re trying to prove a point with in ways that aren’t intended by the boycott. And again I say, an intelligent gamer will not go this course, and instead find other ways to make their displeasure known, because an intelligent gamer know that by boycotting the game, they are depriving themselves of sn otherwise good product, and hurting it in a way not relevant to the issue at hand. Plus most people who “boycott’ cave in a month anyway.

          Look at SFxT. Everyone and their brother said they were going to boycott it. That didn’t happen, a good portion of those people still went out and bought it. But after giving Capcom an earful on their thoughts about the game and the on disc DLC, they’ve tried (poorly, but at least they’ve tried) to make it better. Whereas if everyone HAD boycotted it, they’d continue not giving a shit and written the game off as having poor sales.

            Uh. Yes it will. People not being interested enough in forever delayed USA anime releases was what prompted the creation of “legit” CR, which in turn prompted other people to go the same way, which brought  you P4 anime on simulcast.

             Actually a good portion of those people DID boycott the game , and it sold way lower than expected , along with many resales as used games .

            It did send a message to Capcom wich in turn is scrambling to make the game better for everyone .

            What you propose , or rather the lack of proposal , does nothing for the matter at hands , onyl validate such behavior and got nothing to do with being a “smarter gamer” .

            Hell you keep repeating a “smart gamer” will find a way , but there are only a few options that got nothing to do with wits :

            - Buying a us/japanese console with the game . That’s not smart that’s just having cash to burn .

            - Cracking a console and giving up on online gaming .

          GG is most likely gonna have the same fate as 3S OE. The game is not a sequel and the R Patch is not gonna happen for console release right away. It will last a few weeks which you can’t compare to a brand new game that have broader appeals

Like I said, this boycott has NOTHING to do with the game itself, it’s because of the lousy handling of the EU Release that we have seen time and time again with the likes of Blazblue and Cathrine.

            I have pass this off for way to long, and they have shown they have no intent on learning from the mistakes they’ve made when it comes to efficiently localizing the game, therefore I will not give them my money.             The reason why every company has issues with Europe is because of each of the European country Laws.  Expample is France, where it’s against the law over there for any character to look below a certain age and have skimpy clothing.

            Other countries have similar laws or more blantantly harsher laws.

            These laws prevent alot of companies to be able to localize a game in the region without heavyly modifing the game.  Which is time consuming and costly if you have to modify huge portions of the game.

            But you probably didn’t know that.

            You just want to hop on the bandwagon and be cool.

             Ok Juan. Since you insist on not only assuming what I buy and what I don’t buy, but also making snide remarks, I will make this simple for you.

            Marvel vs Capcom 3: Released in Japan February 17th. Released in the NA Februray 15th. Released in Europe Februrary 18th. That’s a 3 day gap between release dates. Keep in mind all dates are in 2011.

            Super Street Fighter 4: Released in Japan April 28th. North America April 27th. Europe April 30th. Keep in mind all dates are in 2010.

            Street Fighter X Tekken: Japan March 8th. North America March 6th. Europe March 9th.

            See the pattern? Each of these three games haven’t had the release date between all the regions exceed a week. Now let’s throw in a few AcSys games into the mix.

            Blazblue Calamity Trigger: Japan June 25th 2009. North America June 30th 2009. EU APRIL 2ND 2010 (Nearly one year delay).

            Blazblue Continuum Shift: Japan July 1st. North America July 27th. Europe December 3rd. All these dates are in 2010.

            Arcana Heart 3: Japan January 13th. North America April 19th. Europe August 19th. All dates are in 2011.

            So yeah, not only are there weeks between even Japan and NA. But there’s an even bigger gap at times between the NA and EU.

            So when you see this put before you. You have to wonder, just what is going on with the localization teams here? Why is it Capcom can keep the gaps between so tight and yet AcSys release date gaps are looser than Madonna crotch?

            As a matter of fact i just saw arcana hearts 3 in a french store this morning , on both ps3 and 360 . And we’ve most likely never had a modified game because sex or violence .

The reason things take time when it comes to EU releases is because there are laws in certain countries that require you to provide manuals in the local language. Censorship rules have very little inpact on the releases. Germany usually has it worst but the issue is always violence not sex.

            Please provide a list of localized games in Europe that’s undergone “heavy modifing” before getting released.

    I agree with what Lucas Turner had to say about the stupidly long delays and when it does come out in the EU and I am talking about all the games that Zen United/PQube publish in the EU we don’t even get the full detaills why it got delayed in the first place and as Lucas explained it, it wouldnt be that bad if the game itself wasn’t region locked like the past Arc System Works games bearing in mind I am talking about the PS3 owners not the 360 but all I can say is if the date is pushed back any futher then September 7th then screw Zen United/PQube becuase this is the last straw with them and it should be the fans who put them back in there places. I know Capcom is like a leech for getting people to pay them more money to get content already on the disc but at least we actually see the light of day when there games are released over in the EU again Capcom STOP!!!??? with the bad business practices.

      Considering I don’t Know…….Zen United/PQube delayed all of there games so far I think I have a good excuse to not to buy it from them and dew to the fact the company is only surviving becuase of people like you Juan De La Cruz I quote “who like to lie on there backs and let Zen United/PQube give you another pounding up the rear because the game isn’t ready and we have to add several other languages to accommodate people in the EU it just ruins it for everyone else I just wish one day they stop putting multiple languages in or grow a backbone and release a game just in English like the US do an have a sperate release from the EU as another user pointed out on shoryuken. TBH Juan I would buy the game you obviously didn’t read the fact that I posted in my comment Arc System games have never been region locked up until now. I would rather have my cash go directly to Arc or Aksys and not support the EU market thats what we do as importers and before you even put “So you rather buy it cheaper or reverse importing” my answer no and in the long run its more expenese anyway to import items from Japan to the U.K last time I ended up paying another 15£ on top of 48£ I spent on importing Ninja Gaiden for my PS Vita because of import dutie and thats what you call dedication to the developer/company even If you pay outright silly money for it just to get it, so go and preach your nonsense to someone else.

    The company is not obligated to do didly squat for you, they’re not obligated to release it in europe.  They’re doing it cause they think it would give them a profit for not only the company that is localizing it and  but also ArcSys.

    Reading your post, I persume you didn’t read my post completely, cause it’s obvious that you missed the section about the different laws of each country in Europe creating delays.

    France threw 2 Mangakas in jail for they’re respective mangas, cause it had a fan service chapter.

    But nooooooooo, your going to disregard all of that, cause straight up, you don’t want to buy the game in the first place.

    So don’t use the delay as an excuse for not buying the game.

      When has Capcom and Namco pulled that this gen ? Their games release just fine and in timely fashion in europe .

      Even King of fighters is released just fine . Even better , KOF actually had a few translation like french available on even the us version , without delaying the projects .

          In france , we have the japan expo , where god-know-the numbers of mangaka comes each year ( without any kind of problems ) during 4 days to talk and discuss with their fans. it’s a yearly event and it’s so big that companies, like namco bandai are annoncing games localisations in there.

          Furthermore i possess Arcana hearts 1,2,3 and for the third game i got the us digital version on psn and i have the ZEn united collector edition ( EU ) too ..( i also possess the Jpn version of AH2 and the us version of AH2 ) so come at me with the changes ..i’ll check them

      If you assume that I have bought into games like SFIV and it’s sequels or MVC3, then i’m sorry to say that you are gravely mistaken, but I have not bought those games at all.

      Also, in this games case, there isn’t really anything in the way of “Loli Near-Nakedness” that you describe. Furthermore, that whole thing about France, there is also a guy above you who states otherwise. So, between the two, who am I meant to believe? No one has come up with hard concrete facts to back up the claim either way, so until someone does, I cannot say if countries like France are well and truly the cause of this games delay.

      And again, you assume (in spite of me saying otherwise), that I never wanted to buy the game to begin with. Again, I was a huge fan of Persona 4 and furthermore love Guilty Gear-style games, so I really did want this game. However I am probably not going to anymore, not because of the delay of this one game specifically, but because the company(ies) in question have proven on several occasions that they are not reliable when it comes to EU Releases. It took them nearly a year just to get the first Blazblue game, for many people, that would have set of warning signs already. But, because I love the games they eventually release, I kept willing to bypass that fact hoping that it would not happen. But it would then happen time and time again. I have to draw the line somewhere, right? And now I am speaking with my wallet and saying “If you continue to treat EU releases in this manner, and fall the same traps you fell into with nearly every other release you’ve made so far, then I will not give you my business and will take my money elsewhere until you do”.

      I do not know why you keep making all these accusations, nor do I know why you have to speak so snidely when I am only expressing my thoughts and opinions on the matter, but if it helps you sleep at night then so be it.

      In france, we don’t have ( so far ) games that need to be modified because of our laws.
      Loli characters ? ( all the animu crap went into europe without problem)
      Atelier games, agarest games ( uncensored contrary to the us ), arcana hearts…

      just like how things went with sfxt ? You speak as if the game met some major success in the face of complaints . Yo do realize SFXT completely missed the mark and underperformed , partially for those reasons ? Even if some small franchises would kill for its sales .

    There are 2 reasons why this is being held up, and only 1 of them effects 360 owners.

    1. Translating the games text into all the other non English European languages. At the very least PAL games are always available in the 5 main languages, English, French, Spanish, German and Italian. At a stretch they may also need to include Swedish, Dutch, Polish, Czech, Finnish, Danish, Estonian, Greek, Hungarian, Latvian, Lithuanian, Romanian and Bulgarian.

    2. For people who still play on SDTV’s, the 360 supports PAL60 so no
    need for a conversion there, and Microsoft are fine with putting “60hz
    only” stickers on the box’s for their games. But none of Sony’s consoles
    have ever supported PAL60 so there would need to be a PAL conversion,
    which the developer may not be willing to do for such a niche title.

    No offense to the non English speaking countries in any of the PAL
    regions, but for situations like this there really does need to be a 4th
    region for countries in the PAL territories that only speak English
    where we basically get the US version repackaged. Countries like the UK,
    Australia, New Zealand and even the Republic of Ireland (which despite
    having Gaelic as its own language, 99% of the Irish people speak fluent
    English, most as their first language).

    The only other thing I can think of is if when the game has reached
    the majority of its market penetration in Japan, make region free US PS3
    and 360 copies for people in Europe to import. I imported the Japanese
    version of Blazblue because we had to wait 10 months for it to be
    officially released here, at which point Continuum Shift was already
    announced and being loke tested Japanese arcades, who the hell was going
    to buy the old version when you knew an update was around the corner ?.

       Again zen united didnt even bother translating Blazblue CSE in most of those language . On ps3 and vita , the game only had text  in English, Chinese, japanese and korean with still month delays .

      At some point people just gotta understand and believe that part of it is sheer incompetence and mishandling

      Always ? Unfornately, no.
      For recent examples, BBCS Extend, Arcana Heart 3, Virtua Fighter 5 FS were only in English.

        And, unless I’m mistaken, it has already been said that this game will be no different. I am literally struggling to find a sound reason for this delay. Makes me wonder why they don’t just come out and say WHY it’s delayed rather than being so nebulous about it. Especially if they appreciate the fans and the community as much as they claim.

    Well I don’t know about anyone else but for me, I’m buying it pre-owned.
    Had the same with dot hack//G.U. which only got a NTSC release so I bought the games for a fraction of the price 2nd hand on ebay and had it imported.
